Harford Community College is governed by a nine-member Board of Trustees, appointed by the Governor of the State of Maryland.

The President of the College reports to the Board of Trustees. The Board adopts policies and provides broad oversight. The President implements the policies and establishes practices to implement Board policy. Employees and students have an opportunity for input on certain decisions that may have impact on them, through the Collegial Governance Process. Board of Trustees

The board provides general oversight and establishes policies that govern the College to ensure the institution fulfills its mission as outlined in State law (Article 16 of the Annotated Code of Maryland).


The president is the chief executive officer of the College.

Collegial Governance provides structures and processes that allow employees and students who will be affected by decisions to have input into those decisions.
