Harford Community College announces the appointment of Dr. Joseph Harbouk to the position of Vice President for Finance and Administration. He will assume his duties on September 10, 2018.

Dr. Harbouk earned a B.S. in Computer Information Systems and an M.B.A. from the University of Indianapolis, and an Ed.D. in Educational Leadership for Social Justice from Loyola Marymount University. He is fluent in Arabic, English and French.

He joins HCC from Front Range Community College (FRCC) where he served as the Vice President for Finance and Administration. Harbouk led FRCC in the areas of Finance, Business Services and Budgets, Information Technology, Facilities Planning and Management, Campus Security and Preparedness, and Continuing Process Improvement. Harbouk has an extensive track record of leadership and administrative accomplishments including Strategic Planning, Integrated Planning, Facilities Master Planning, development of innovative financial models, and pursuance of administrative efficiencies.

Prior to his appointment at FRCC, Harbouk served at the Department of State in Washington, D.C., and as Vice Chancellor for Administration and Finance at the University of Wisconsin-River Falls. Previously, Harbouk served as the Vice President for Administrative Services, Assistant Vice President for Administration, and Chief Information Officer at Loyola Marymount University. In addition, Harbouk was Executive Director of Information Technology Services at several American universities, including Truman State University and the University of Indianapolis. Harbouk worked as an information technology consultant, and taught in the School of Business at the University of Indianapolis.
