COVID-19 Grant Reporting
HEERF Grant Higher Education Emergency Relief Fund
Through the Higher Education Emergency Relief Fund (HEERF), the U.S. Department of Education provides funding to colleges and universities to ensure learning continues for students during the COVID-19 pandemic.
Harford Community College received HEERF grants for students aa well as to support the Institution through the Coronavirus Aid, Relief and Economic Security (CARES) Act, the Coronavirus Response and Relief Supplement Appropriation Act (CRRSAA), and the American Rescue Plan Act (ARP).
Student Portion: $1,171,832.00
Institutional Portion: $1,171,832.00
On April 20, 2020 Harford Community College received $1,171,832.00 from the Department of Education pursuant to Harford Community College’s Certification and Agreement for Emergency Financial Aid Grants to Students. Harford Community College has been carefully planning for the disbursement of the grant money to students in accordance with federal U.S. Department of Education regulations.
In order to meet the criteria to receive emergency aid this spring, students must be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965.
In order to ensure compliance with this requirement, students must have completed a 2019-2020 FAFSA. Students who remained enrolled this spring that did not start the semester in a solely online format, with an expected Family Contribution (EFC) between $0-$5,576 as determined by the FAFSA, have already received email notification that they will be receiving $500 from the CARES Act.
Students who completed a FAFSA for 2019-2020 and have an EFC that is greater than $5,576 can use this link to request CARES emergency financial aid in the amount of $500.
Students who withdrew from all courses this spring semester or have been attending Harford Community College solely in an online format since the beginning of the semester are not eligible for this grant. Limited funds are available and submission of a form does not guarantee an award.
Students who automatically received the grant based on their EFC are not eligible to apply for additional funding. An additional $1,171,832.00 was received to provide institutional support to continue to instruct students.

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law by President Donald J. Trump on Dec. 27, 2020.
On January 19, 2021, Harford Community College received $1,171,832.00 to award as student grants and will begin disbursing them in the spring 2021 semester. The Student Emergency Portion was $1,171,832 and additional $3,954,218 was provided to support the institution.

Institutional Portion: $ 4,352,530.00
On March 11, 2021, President Biden signed into law the American Rescue Plan Act of 2021 (Pub. L. 117-2).
This new law makes available approximately $39.6 billion for institutions of higher education under Higher Education Emergency Relief Fund (HEERF), with funding appropriated through existing programs previously authorized under the Coronavirus Response and Relief Supplemental appropriations Act (CRRSAA).
Specifically, Harford Community College has been granted $4,544,403 to disburse to students and $ 4,352,530 to provide institutional support to continue to provide instruction.
