William Stephens

About
William Stephens, Ph.D., PMP is an Associate Professor of Engineering in the STEM Department at Harford and has served the college since 2018. Prior to joining the College, Dr. Stephens had a 37-year career as an engineer, scientific researcher and manager for a variety of companies including spinouts of Bell Labs, RCA, Northrop-Grumman and SAIC. In those capacities he worked for the telecommunications and defense industries on the adoption of the Internet, advanced television, and modernizing Army communications. He has a BSEE, MSEE and Ph.D. from the University of Southern California. He was also the chairman of the IEEE/Engineer's Conference for 5 years and was a guest editor for the IEEE Journal of Selected Areas in Communications.
