The Daily Record Announces 2023 Maryland's Top 100 Women

The Daily Record has named Dr. Theresa B. Felder, President, Harford Community College, to its 2023 listing of Maryland’s Top 100 Women. Harford Community College Board of Trustees member Sharon Markley Schreiber, Greater Baltimore Committee, was also named to the prestigious list.
Maryland’s Top 100 Women was founded in 1996 to recognize outstanding achievements by women demonstrated through professional accomplishments, community leadership and mentoring.
Nominees were asked to complete an application outlining their educational and career history, professional and community involvement, corporate and nonprofit board memberships, and mentoring experience. They were encouraged to submit letters of recommendation from those who are familiar with their accomplishments professionally, in the community and through mentoring.
Fourteen women will be inducted into the Circle of Excellence, receiving the award for a third and final time.
A panel of business and legal professionals, previous Maryland’s Top 100 Women honorees from throughout the state, and a representative of The Daily Record reviewed the final applications and selected this year’s honorees.
In the first round of judging, more than 20 Circle of Excellence volunteers reviewed over 300 applications. They scored each application to assist The Daily Record in identifying 150 nominees to go forward to the final round of judging. During the final round, six previous Maryland’s Top 100 honorees reviewed each application packet closely and then met to discuss and finalize the 100 winners.
Dr. Felder serves as the 10th President of Harford Community College. Her focus is to provide access to higher education for all students. She is especially passionate about increasing the number of college graduates who are first-generation college attendees and those from low-income backgrounds, which was addressed in her doctoral dissertation. Dr. Felder came to Harford Community College from Clark State College in Springfield, Ohio, where she most recently served as the Senior Vice President for Student Success. Prior to that appointment, she was the Vice President of Student Affairs, Administrative Dean for Clark State's largest branch campus, the Academic Affairs Coordinator, a College Access Director, and a Workforce Development Coordinator. Dr. Felder is active in the Harford County community and serves on various nonprofit boards in Harford County, including the Harford Chamber of Commerce, the Economic Development Advisory Board, the Susquehanna Workforce Network, the Northeastern Maryland Technology Council, the Greater Baltimore Committee, University of Maryland Upper Chesapeake Health, the Harford Business Round Table for Education, and the Harford Leadership Academy Board of Directors. She completed a doctoral degree in Higher Education Leadership at Northeastern University and holds a Master of Science in Administration from Central Michigan University and a Bachelor of Science in Accounting from Syracuse University.
Schreiber was appointed to the Harford Community College Board in 2020 as Councilmanic District B Representative. She is the chief operating officer of the Greater Baltimore Committee. Schreiber currently oversees the merger of the Economic Alliance of Greater Baltimore, where she was the former COO, with the GBC, bringing together the regional organizations to create a singular vision for how Baltimore will compete and thrive on regional, national, and global stages and the strategic role business will play. Schreiber has more than 12 years of experience in education, previously serving as Director of Education and Innovation for the Maryland Department of Commerce, Vice President for Public Affairs and Strategy at Stevenson University, and Special Assistant to the President at Notre Dame of Maryland University. Schreiber is a graduate of the Leadership Maryland (’21) and the Greater Baltimore Leadership (’11) programs, and a member of the Maryland Economic Development Association. She is an avid volunteer for nonprofits across the state, including executive leadership roles locally with the American Heart Association. Schreiber holds a BA degree (summa cum laude) in philosophy with a minor in communications from Notre Dame of Maryland University; she also attended Maryland Institute College of Art and Harford Community College. She completed the Harvard Management and Leadership in Education graduate program in 2013.

Maryland's Top 100 Women were honored at a reception and awards celebration on May 8 at The Lyric Baltimore, 140 W. Mount Royal Avenue in Baltimore.
